File Review Procedures

  • UST Section files in the Asheville Regional Office may be reviewed during normal business hours from 8 a.m. to 5 p.m., Monday through Friday. You will need a picture ID to review files.
  • Please call (828) 296-4640 to confirm that someone in the UST Section will be available to assist you at the time of your visit.
  • Please specify if you are looking for information regarding contamination or compliance issues, the county of interest, and as much identifying information as possible.  You also may be able to obtain electronic versions of compliance files at this website:  https://xapps.ncdenr.org/wm/docs/WMDocs_Search.jsp 
  • A copier is available for you to copy file documents. The charge is 5 cents per page. A page refers to a "single impression." A double-sided copy counts as 2 pages. Cash and checks (Made out to NCDEQ) are accepted for payment for the exact amount only. The office is not equipped to make change.

  • UST Section files can be reviewed Monday through Friday between 8 a.m. and 4:30 p.m. Appointments are required. You will need a picture ID to review files.

  • Please be prepared to complete your file review & copying by 4:30 p.m. This allows time for you to check-out with the receptionist.

  • Please use the Mason Street entrance for parking.  If you bring your WHITE parking ticket with you to the receptionist on the 7th floor, your parking ticket will be validated. (If you accidentally park in the bank lot, you will receive a yellow ticket and will be charged $5 an hour.) DEQ cannot validate the bank’s yellow parking tickets.
  • Street Parking: Parking in front of the SYSTEL building is for loading only (20 minute limit). The City of Fayetteville strictly enforces street parking (usually 1 to 2 hour) limits.

  • UST Section files can be reviewed on Monday between 8 a.m. and 4 p.m. or by appointment until December 13, 2019. Beginning Monday, December 16, 2019 UST Section files can be reviewed by appointment only. You will need a picture ID to review files.

  • To review files for a contamination incident or closure documentation you will need to provide the incident number and/or name and address of the facility.

  • This information is needed to allow staff to have the files pulled and ready for your review when you arrive.

  • UST Registration Files
    • Paper format records of UST registration files are located in the UST Section Central office in Raleigh.   • UST and Non UST Incident Files (Closed sites in TIF format on CD/DVDs only)
    • To set up an appointment to view or purchase CDs/DVDs of available TIF files in the UST Section Central office in Raleigh, contact the UST section at (919) 707-8171.
  • Federal and State Lead Cleanup Files
    • Paper records and some electronic records in TIF format on CD/DVDs are located in the UST Section Central office in Raleigh.  To set up an appointment to view the paper format records or available electronic records, or to purchase CDs/DVDs of available TIFF files, contact eann Ishak at (919) 707-8261.

  • UST Section files can be reviewed Monday through Thursday. It is requested that you call at least a day in advance to schedule an appointment. Anyone arriving without an appointment may view files to the extent that time and staff supervision are available. You will need a picture ID to review files.
  • Appointments can be scheduled between 9 a.m. and 3 p.m. on the days listed above. Viewing time ends at 4:45 p.m.

  • To review files for a contamination incident or closure documentation you will need to provide the incident number and/or name and address of the facility.

  • UST Section files may be reviewed on Tuesday, Wednesday and Thursday. Appointments are required.

  • To review files for a petroleum contamination incident you will need to provide the incident number, name of the incident, address of the incident and name and address of the responsible party. If the incident is the result of a commercial UST release, please include the Facility ID Number as well.
  • To review compliance inspection files, please first contact the inspector to ensure that all of the compliance file is present in the Washington Regional Office. Then contact Sandra Albritton to schedule an appointment.   • The information is needed in order to allow staff to have the files pulled and ready for your review when you arrive.
  • For facility permit information (fees, permit, UST8 form, etc.) please contact Annette Parker in the Raleigh Central Office at (919) 707-8297.

  • Files are to be kept in the order you received them.

UST Records that have been closed for at least two years are digitally stored on CD/DVDs or in our online Document Management System. Disks are available for $15.00 each. Payment can be made by check. Make checks payable to DEQ UST Section.
  • Complete sets of archive CD/DVDs are available in the UST Central Office and in each regional office.
  • Disks are cataloged by county.
  • County files are listed in order of the “UST Number" generated by the RUST database.
  • Each file is separated into three subfolders: Responsible Party, DEQ and Miscellaneous
  • All images are in chronological order.
Disks contain:
  • 20 – 200 UST files, depending upon file size.
  • Files for Clean Closures as well as for UST Incidents.
  • All incident management information (excluding State Trust Fund documents).
  • Scanned images of all correspondence and reports for each file.
  • Records are stored in both TIF and/or PDF formats that can be opened with an image viewer or with Adobe Acrobat Reader
  • Disk identification numbers are cross-referenced in the UST Section’s RUST databases.

We ask that you do not make copies of the disks. The $15.00 charge per disk helps make this project possible, contributing to our expenses for temporary staff, scanner purchase, maintenance, software and additional disks.  The UST Section plans to provide you with more electronic data in the future. We hope you will try and will like the CD/DVDs. Please let us know what you think.

Note: Due to the large number of files, the UST Section will not be able to create customized disks for a client. If you need a large number of disks, please contact the regional office ahead of time so that the copies of the disks will be ready when you get to the regional office.

Access to electronic permitting and inspection documents is now available through the following website:  https://xapps.ncdenr.org/wm/docs/WMDocs_Search.jsp.  This website will allow you to search for registration, permitting, and inspection documents completed after August 2011. Some of these documents before that date have also been scanned and uploaded for you to access.
