Emily joined the state's recycling office in June 2025 and leads the Recycling Business Assistance Center. She provides business assistance to North Carolina recycling companies, manages grant programs for recycling businesses, and supports recycling market development efforts across the state. Before joining DEACS, Emily worked with the Florida Department of Environmental Protection in solid waste, hazardous waste, and environmental resource programs.

Marc joined the state's recycling office in April of 2023 as a Recycling Business Development Specialist. He provides assistance to North Carolina recycling companies along with managing grant programs for recycling businesses. Before joining RBAC Marc was an Economic Development Specialist with Triangle J Council Of Governments.
Debra Kantner

Debra joined the state's recycling office in May 2026 as a Recycling Business Development Specialist. She provides assistance to North Carolina recycling companies and manages grant programs for recycling businesses. Before joining RBAC, Debra was a Research Environmental Engineer and solid waste consultant supporting federal, state and local government recycling, waste reduction, and circular economy initiatives. She was also the Director of a non-profit research program focused on providing unbiased data and analysis to support public and private sector decision-making for sustainable materials management.

Christine Wittmeier
Organics Recycling Team Lead

Christine joined the state’s recycling office in 2022 as the Organics Recycling Specialist and now works as the Organics Recycling Team Lead. She provides technical assistance to businesses, organizations and local governments helping them reduce and recycle food waste and organic materials. Christine is a graduate of Auburn University and was previously the Environmental Programs Supervisor for Henderson County, NC.
Adah Gorton

Adah joined the state's recycling office in 2024. She works with businesses, local governments, food recovery organizations, and other partners to reduce wasted food and increase organics recycling. Before joining DEQ, Adah was the Wasted Food Prevention Specialist with the South Carolina Department of Environmental Services.
