North Carolina's Clean Air Interstate Rule (CAIR)

The Clean Air Interstate Rule (CAIR) seeks to reduce air pollution between 28 eastern states by placing an annual cap on Nitrogen Oxide (NOx) and Sulfur Dioxide (SO2) emissions. Ozone season (May 1 to September 30) NOx emissions, previously tracked through the NOx Budget Program, will also be incorporated into CAIR. SO2 emissions will be allocated by EPA and NOx emissions will be allocated by the state. EPA will administer this cap and trade system on their Clean Air Markets website .
