2016 CRC Actions

  • Approved a variance request from Dowell Gray, Jr. of Onslow County, who sought relief from the commission’s rules regarding impervious surface limits in order to construct a single-family residence in North Topsail Beach. The development would not meet the 25% allowable impervious surface limit for lots in the Outstanding Resource Waters Area of Environmental Concern.
  • Approved a variance request from SCS Ventures LLC, who sought relief from the commission’s one-quarter width rule and “rate to deep water” rule for piers in order to extend an existing pier to one-third the width of the Cape Fear River.
  • Adopted an update to the Coastal Habitat Protection Plan.
  • Accepted the Science Panel’s 2015 Sea-Level Rise Report.
  • Adopted replacement language for amendments to 7H .0306 to expand the oceanfront setback grandfathering privilege to multi-family residential structures over 5,000 square feet. The change would allow the grandfathering privilege for all structures up to 10,000 square feet, regardless of use.
  • Adopted development line rule amendments (15A NCAC 7H .0305; 7H .0306; 7J .1201; 7J .1301; 7J .1302; 7J .1303), which would allow oceanfront communities to establish a “development line” for oceanfront construction.
  • Approved a Fiscal Analysis for amendments to the General Permit for beach bulldozing to allow post-storm beach bulldozing seaward of the mean high water mark in the Ocean Hazard AEC.
  • Approved a Fiscal Analysis for amendments to 15A NCAC 7H .2700 GP for the Construction of Marsh Sills.
  • Approved a Fiscal Analysis for amendments to 15A NCAC 7H .0205 Coastal Wetlands. 
  • Approved a land use plan amendment for the Town of Emerald Isle.
  • Certified a land use plan for Perquimans/Hertford/Winfall.
  • Certified a land use plan for Bertie County.
  • Adopted a resolution to encourage the Dept. of Environmental Quality to request that the N.C. General Assembly pass legislation to amend the Coastal Area Management Act to delegate certification authority for local CAMA land use plans to the department.
  • Adopted 15A NCAC 7L Local Planning & Management Grant Program amendments.
  • Adopted temporary rules for the use of sandbag structures for amendments to 15A NCAC 7H .0308 Specific Use Standards for Ocean Hazard Areas; 15A NCAC 7H .1704 General Permit for Emergency Work – General Conditions; and 7H .1705 Specific Conditions.
