PUBLIC NOTICE
N.C. DEPARTMENT OF ENVIRONMENTAL QUALITY INTENT TO ISSUE NPDES WASTEWATER DISCHARGE PERMIT #NC0003433 – Cape Fear Steam Electric Power Plant
Public comment or objection to the draft permit modification is invited. All comments received by Nov. 28, 2016 will be considered in the final determination regarding permit issuance and permit provisions.

PERMIT APPLICATION
Duke Energy Carolinas, LLC has applied for a renewal and modification of its NPDES wastewater permit (NC0003433) for the Cape Fear Steam Generation Plant, 500 CP&L Road, Moncure, N.C., Chatham County. The facility discharges treated industrial wastewater to unnamed tributaries, to Shaddox Creek, and to the Cape Fear River in the Cape Fear River basin. These discharges may affect future allocations in this portion of the Cape Fear River basin.

The facility ceased operations in 2011 and began dismantling the plant. A permit modification in conjunction with the renewal was requested to reflect the decommissioned steam electric generation facility status based on elimination of previous permitted industrial wastewater activities for cooling water intake and discharge, low volume and miscellaneous industrial wastewater, and domestic wastewater. In addition, the Permittee requested activation of a new outfall to discharge treated ash basin decanting/dewatering wastewater to the Cape Fear River, and for provisions to treat and discharge groundwater remediation wastewater and ash landfill leachate wastewater from the new outfall.

The N.C. Department of Environmental Quality will hold a public hearing to accept comments on the draft permit at 6 p.m. Mon., Nov. 28, 2016 at the Dennis Wicker Civic Center, 1801 Nash St., Sanford, NC.
