The Division of Water Infrastructure requests project information from drinking water systems with projects potentially eligible for Drinking Water State Revolving Fund Lead Service Line Replacement (DWSRF-LSLR) low-interest loans and principal forgiveness made available through the Bipartisan Infrastructure Law (BIL).   

This solicitation for project information is not an application for funding but signifies to the Division of the drinking water system’s intent to be considered for BIL DWSRF-LSLR funds once available. Information provided in this solicitation will be used to support North Carolina’s application for federal funding and allow for streamlined process of awarding funds when the BIL DWSRF-LSLR funds are available. US Environmental Protection Agency’s approval of the IUP and BIL DWSRF-LSLR funding application is necessary before funds can be made available to future applicants.  

Eligible projects include removal of known lead service lines and lead connectors, projects to find and replace lead service lines and lead connectors, and projects to inventory lead service lines.

Once Completed, use this online submission page to upload all documents. You may submit more than one Project Solicitation; please ensure that your proposed projects replace or build on previously submitted project solicitations. 

Project solicitation forms and supporting documents can be submitted to the Division of Water Infrastructure at any time. The Division will review the submittals on a recurring basis throughout the year, and present projects to the State Water Infrastructure Authority for funding decisions at scheduled meetings.
