SPECIAL ORDER BY CONSENT FOR

BLUE RIDGE PAPER PRODUCTS INC. - CANTON MILL

CANTON, HAYWOOD COUNTY

Blue Ridge Paper Products Inc. – Canton Mill (the Company) operates an integrated kraft pulp and paper mill in Haywood County, North Carolina. The facility is located at 175 Main St., Canton, NC 28716. The Company has agreed to a Special Order by Consent (SOC) with the North Carolina Division of Air Quality (DAQ) for exceedances of the sulfur dioxide ambient standard. The terms of the SOC require installation of new emissions controls, retirement of some existing combustion sources, emissions testing, emissions reporting, submittal of a permit application and stipulated penalties for an additional exceedance or failure to meet deadlines. The SOC expires December 31, 2019.

Interested persons are invited to review the proposed SOC, and to submit written comments to the DAQ at the above address, so that the comments are received by October 6, 2017. Any person requesting a public meeting regarding the proposed SOC should submit a written request with a statement supporting the need for such a meeting. The request should be sent to the DAQ at the above address, so that the request is received by October 6, 2017. The DAQ Director shall take final action for the Commission on Consent Orders within 60 days of the initial public notice.
