Mary Penny Kelley Senior Advisor for Policy and Innovation

Mary Penny Kelley was named the N.C. Department of Environmental Quality’s senior advisor for Policy and Innovation in March 2017.

Kelly works with all of the divisions in the department to make policy improvements and look for innovative solutions to environmental and energy challenges.

Kelley previously helped lead DEQ in the roles of general counsel, assistant secretary and chief deputy secretary.

She is a graduate of North Carolina State University and Tulane Law School.
