Notice of Intent to Reissue an NPDES General Wastewater Permit

The North Carolina Environmental Management Commission proposes to reissue the following NPDES wastewater general permit: NPDES General Permit No. NCG580000 for the discharge of reclaimed water from a conjunctive use reclaimed water system. Covered discharge is limited to discharges from reclaimed storage ponds as a result of rainfall or storm events; or overspray or runoff of reclaimed water if levels are over specified minimums.

Written comments regarding the proposed general permit will be accepted until 30 days after the publish date of this notice. The Director of the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest. This permitted facility discharges treated domestic wastewater to the Mountain Creek arm of Lake Norman in the Catawba River Basin. Currently fecal coliform and total residual chlorine are water quality limited. This discharge may affect future allocations in this portion of Mountain Creek. PUBLIC NOTICE

N.C. DEPARTMENT OF ENVIRONMENTAL QUALITY INTENT TO ISSUE NPDES WASTEWATER DISCHARGE PERMIT #NC0000752

Public comment or objection to the draft permit is invited. All comments received by May 6, 2024, will be considered in the final determination regarding permit issuance and permit provisions.

PERMIT APPLICATION

WestRock Kraft Paper, LLC, North Roanoke Avenue, Roanoke Rapids, N.C., has applied for modification of its NPDES wastewater permit (NC0000752) for Roanoke Rapids Mill WWTP, North Roanoke Avenue, Roanoke Rapids, Halifax County. The facility discharges treated industrial wastewater and domestic wastewater to Roanoke River in the Roanoke River basin. Some of the parameters are water quality limited. This discharge may affect future allocations in this portion of the Roanoke River basin. The location of Outfall 001 is: Latitude: 36028’19”; Longitude: 77038’14”.

Printed copies of the draft permit modification  and related documents may be reviewed at the department’s Raleigh Regional Office.
