RE: Proposed Nutrient Offset BPDP in the Tar-Pamlico River Basin – Greene Environmental Services, LLC; Approved Maple View Nutrient Offset BPDP Modification in the Jordan Lake Watershed – EBX-EM, LLC (EBX)

I. Proposed Nutrient Offset Bank Parcel Development Package in the Tar-Pamlico River Basin

A Tar-Pamlico Umbrella Mitigation Banking Instrument (UMBI) for Greene Environmental Services, LLC (GES) was approved on May 1, 2013.

GES has submitted a proposed Bank Parcel Development Package (BPDP) for the Pactolus Nutrient Offset Mitigation Bank Parcel, which is located in the Tar-Pamlico River Basin (8-digit USGS HUC 03020103) in Greenville in Pitt County. Stormwater runoff from this Bank Parcel drains into unnamed tributaries of Moyes Run.

The proposed bank parcel will be used to generate approximately 15.8 acres of nutrient offset mitigation. Restoration of riparian areas will generate approximately 35,913.78 pounds of nitrogen and 2,400.96 pounds of phosphorus.

Nutrient offset credits generated at this proposed site can be used to satisfy nutrient offset requirements for development projects pursuant to 15A NCAC 02B .0240 and located within the 8-digit USGS HUC 03020103.

All comments received by the Division of Water Resources by close of business (5:00 p.m.) on February 24, 2017 will be considered during preparation and approval of the final BPDP. II. Approved Maple View Bank Parcel Development Package Modification in the Jordan Lake Watershed

A Jordan Lake/Cape Fear Umbrella Mitigation Banking Instrument (UMBI) for EBX-EM, LLC (EBX) was approved on October 9, 2009 and modified on February 17, 2014.

The proposed Bank Parcel Development Package (BPDP) for the Maple View Bank Parcel from EBX was public noticed by the Division of Water Resources (Division) on June 24, 2016 and approved on July 11, 2016. A BPDP modification request was received by the Division on November 4, 2016. The BPDP Modification included clarifications to the land use conditions and a revised credit release schedule. Land use conditions were corrected to show that the subject site was not in agriculture at the submittal of the BPDP on June 24, 2016, but rather had been recently planted with native hardwood trees by EBX. The revised credit release schedule for this site is in Section 7.0 of the BPDP Modification. DWR approved the BPDP Modification on November 28, 2016.
