NOTIFICATION OF INTENT TO ISSUE A CONSENT ORDER
This is a Public Notice of intent to issue a State Consent Order to the following:
Fletcher Academy (185 Fletcher Academy Drive, Fletcher, NC 28732) has requested Special Order by Consent S17-006 for its wastewater treatment facility under the authority of discharge permit NC0036641. The Fletcher Academy WWTP discharges treated domestic wastewater to Byers Creek in the French Broad River Basin.
The Environmental Management Commission proposes to issue the Order per Article 21 of Chapter 143, N.C. General Statutes, and other regulations effective January 1, 2018.
Compliance with this Order requires elimination of the wastewater discharge at Fletcher Academy via connection to an existing collection system. Funding has been secured by Fletcher Academy for the necessary construction activities. Fletcher Academy shall comply with the NPDES permit limits with the exception of the interim limitations identified in the Order. This Order will expire on February 1, 2020.

Comments on the proposed Order received no later than December 15, 2017 will be considered in the final determination. A public meeting may be held if there is a significant degree of public interest.
