Notice of Intent to Issue a NPDES Wastewater Permit NC0003191 New Bern Cellulose Fibers, and NC0029033 Neuse River Resource Recovery Facility
The North Carolina Environmental Management Commission proposes to issue a NPDES wastewater discharge permit to the person(s) listed below. Written comments regarding the proposed permit will be accepted until 30 days after the publish date of this notice. The Director of the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest. Please mail comments and/or information requests to DWR at the above address. Interested persons may visit the DWR at 512 N. Salisbury Street, Raleigh, NC 27604 to review information on file. International Paper Co., Inc. – New Bern Mill (1785 Weyerhaeuser Rd., Vanceboro, NC 28586) and the City of Raleigh – Neuse River RRF (P.O. Box 590, Raleigh, NC 27602) have requested revisions to NPDES Permits NC0003191 and NC0029033 for their respective wastewater treatment plants to reflect the transfer of Total Nitrogen allocation from the Company to the City. These permitted facilities discharge treated industrial and municipal wastewaters to the Neuse River in the Neuse River Basin in Craven and Wake Counties. Total Nitrogen is a water quality limited parameter in both permits. These discharges may affect future allocations in these segments of the Neuse River.
