Notice of Public Hearing 
PUBLIC NOTICE is hereby given that the North Carolina Department of Environmental Quality’s Division of Water Resources will hold a public hearing from 6 p.m. to 8 p.m. on May 23, 2023, for National Pollution Discharge Elimination System (NPDES) Wastewater Discharge Permit #NC0026123. The purpose of the hearing is to give the opportunity to comment on the draft NPDES permit. 
 
Permit Application 
The City of Asheboro has applied for a renewal of its NPDES wastewater permit (NC0026123) for the Asheboro Wastewater Treatment Plant, 1032 Bonkemeyer Drive, Asheboro, NC, Randolph County. The facility will discharge treated municipal and industrial wastewater to Hasketts Creek in the Cape Fear River Basin (Class C). The nearest downstream water supply (WS-V) boundary, located in the Deep River 43.5 miles downstream of the outfall, was considered during the development of this permit. This discharge may affect future allocations in this portion of the Cape Fear River Basin. The location of the Outfall is: Latitude: 35°46’00 N; Longitude: 79°47’06”. 
 
A public hearing will be held on May 23, 2023, to accept public comments on the draft permit. Written comments will be accepted through May 24, 2023, at 5 p.m. All comments will be considered in the final determination regarding permit issuance and permit provisions. 
 
The draft wastewater permit and related documents are available online at: https://deq.nc.gov/public-notices-hearings. Printed copies of the draft permit and related documents may be reviewed at the department’s Winston-Salem Regional Office (450 West Hanes Mill Road, Suite 300, Winston-Salem, NC 27105). To make an appointment to review the documents, please call Jenny Graznak, Assistant Regional Supervisor, at 336-776-9695. File materials may not be removed from any DWR office; copy machines are available for use upon payment of the cost thereof to DWR pursuant to G.S. 132-6.2. 

Public comments on the draft permit may be mailed to: Wastewater Permitting, Attn: Asheboro-Asheboro WWTP Permit, 1617 Mail Service Center, Raleigh, N.C., 27699-1617, and must be postmarked no later than May 24, 2023.  Public comments may also be submitted by email to: publiccomments@ncdenr.gov. Please include “Asheboro WWTP” in the email subject line. Comments will be accepted via email until May 24, 2023, 5 p.m.

Written comments regarding the proposed permit will be accepted until 30 days after the publish date of this notice. The Director of the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest.
