SPECIAL ORDER BY CONSENT FOR

ENVIVA PELLETS SAMPSON, LLC

FAISON, SAMPSON COUNTY

Enviva Pellets Sampson, LLC operates a wood pellets manufacturing facility in Faison, Sampson County, North Carolina. The facility is located at 5 Connector Road, Faison, North Carolina, 28341. The Company has agreed to a Special Order by Consent (SOC) with the North Carolina Division of Air Quality (DAQ) for exceeding permitted emissions limits. The terms of the SOC require production limitations, installation of emission control technology on a specified schedule, record keeping and reporting requirements. The terms also include payment of civil penalties, and additional stipulated penalties for future periods of noncompliance and for failure to comply with the requirements of the SOC. The SOC expires December 31, 2019.

Interested persons are invited to review the proposed SOC and to submit written comments to the DAQ at one of the above addresses, so that the comments are received by 5 p.m. on September 17, 2018. Any person requesting a public hearing regarding the proposed SOC should submit a written request with a statement supporting the need for such a hearing. The request should be sent to the DAQ at one of the two above address, so that the request is received by 5 p.m. on September 17, 2018. The DAQ Director shall take final action for the Commission on Consent Orders within 60 days of the initial public notice.
