On May 28, 2024, the Solid Waste Section issued Solid Waste Permit No. 0403‐MSWLF‐2010, Permit to Construct and Operate, approving the horizontal and vertical expansion of the Anson Landfill.

North Carolina Solid Waste Management Rules required that the public be provided an opportunity to review permit documents, provide input, and comment on the draft new landfill permit.  The public comment period for Draft Permit No. 0403‐MSWLF‐2010 began on October 4, 2023, and ended on November 20, 2023.   A public hearing was held on October 26, 2023, at 6:30 p.m. in the Anson County Courthouse, 114 North Greene Street, Wadesboro.  Final permit issuance was delayed due to construction errors in a newly constructed cell.  Modified design drawings were submitted for approval and determined acceptable.

On May 14, 2024, the DEQ Division of Waste Management issued Solid Waste Permit No. 9001-CDLF-1998, Permit Approval to Construct and Operate for the Union County C&D Landfill.  

North Carolina Solid Waste Management Rules require that the public be provided an opportunity to review permit documents, provide input, and comment on the draft new landfill permit.  The public comment period for Draft Permit No. 9001-CDLF-1998 began on March 18, 2024, and ended on May 2, 2024.   A public hearing was held on April 3, 2024, at 6:00 p.m. at Union County Government Center, 500 North Main Street, Monroe, North Carolina, Board of Commissioners Meeting Room, 1st Floor. A total of five (5) people, including Solid Waste Section staff, were in attendance with zero (0) attendees registering to speak.  No comments were received during the public comment period and no comments or concerns were voiced during the public hearing.

The North Carolina Department of Environmental Quality’s Division of Waste Management Solid Waste Section has prepared draft Solid Waste Permit No. 0105-CDLF-2024 that would approve a service area increase for the Tri-Corners C&D Landfill to accommodate 27 counties in North Carolina, located at 5833 Foster Store Road, Liberty in Alamance County. The landfill receives construction and demolition debris and is owned by Meridian Waste North Carolina, LLC and operated by Coble’s Sandrock, Inc.  The service area increase will not increase the disposal area or the daily approved capacity of 600 tons per day.

Rules require that the public be given a 45-day period to comment on this draft permit. The comment period will begin on June 20, 2024, and end at 5 p.m. on August 4, 2024.  A public hearing has been scheduled for July 11, 2024, at 6:00 p.m. at the Alamance County Office Annex Multipurpose Room, 201 West Elm Street, Graham, NC 27253.  Interested parties may provide written comments at the link below or submit oral or written comments at the public hearing.

The N.C. Department of Environmental Quality’s Solid Waste Section has prepared draft Solid Waste Permit No. 0406-COMPOST-2024 that would approve the construction and operation of the McGill Anson Compost Facility, on Dozer Drive, Polkton, in Anson County.

The Large Type 4 compost facility would be owned and operated by McGill Environmental Facilities, LLC, a subsidiary of Green Parent, LLC.  The facility would receive the following for composting:  municipal wastewater biosolids, select industrial sludges, food waste, wood ash, yard and wood waste, and other organic waste such as plants.

Primary operations of the large Type 4 compost operation would be contained within a building. 

Public Meeting:  The N.C. Dept. of Environmental Quality is holding a public meeting to receive comments and answer questions regarding the proposed compost facility.  The meeting will be held at the Hampton B. Allen Library, 120 S Greene St, in Wadesboro, on April 11, 2024, at 6:30 pm.  Interested parties may submit oral or written statements at the public meeting.

The N.C. Department of Environmental Quality’s Solid Waste Section has prepared draft Solid Waste Permit No. 8807-MSWLF-1990 approving a lateral expansion, Phase 7, of the existing lined municipal solid waste (MSW) landfill, 500 Howell Road, Brevard, Transylvania County.  The landfill is currently approved for Phases 1 through 6 which encompass 18.8 acres and contains a total gross capacity of 1,387,090 cubic yards. The proposed Phase 7 expansion is contiguous with Phase 5 and extends to the northwest into the previous soil borrow area.  Phase 7 encompasses 6.0 acres and adds 536,000 cubic yards of gross capacity for a total MSW landfill gross capacity of 1,923,090 cubic yards, an increase in capacity of approximately 38%.

Rules require that the public be given a 45-day period to comment on this draft permit. The comment period will begin on June 17, 2024, and end at 5 p.m. on August 1, 2024.  A public hearing has been scheduled for July 2, 2024, at 5 p.m.  A public hearing has been scheduled for July 2, 2024, at 5 p.m. and will be held in the Commissioner’s Chambers in the Transylvania County Administration building located at 101 South Broad Street, Brevard, NC 28712.  Interested parties may provide written comments at the link below or submit oral or written comments at the public hearing.

DWM Solid Waste Section Environmental Justice Guidance Document 

DWM Solid Waste Section Environmental Justice Workshop

The Solid Waste Section and DEQ's Environmental Justice Program, in partnership with NC SWANA, held an Environmental Justice Workshop on June 28, 2022. The workshop included the history and background of environmental justice in North Carolina as well as a panel discussion. Primarily, the workshop was geared toward environmental consultants who gather data, prepare EJ Reports, and craft outreach efforts. The training can be viewed at the link above.
