CLOSURE PLAN SUMMARY
On September 23, 2025, Duke Energy Carolinas, LLC submitted an addendum to coal combustion residuals (CCR) impoundment closure plan, dated September 16, 2025.  The original closure plan document dated December 18, 2019, describes the excavation and removal of an estimated 16.8 million tons (14 million cubic yards) of coal ash from the Active Ash Basin.

The 2025 addendum documents and incorporates updates that have occurred in the Closure Plan since 2019. While the overall closure approach, schedule, and cost remain unchanged, the Addendum includes technical updates—such as a minor expansion of the Industrial Landfill No. 1 (ILF) footprint, the addition of a new leachate basin, adjustments to landfill phasing, removal of a previously proposed conceptual expansion, and the planned relocation of a temporary stormwater pond. The Addendum also includes revised drawings and updated stormwater calculations. The Industrial Landfill No. 1 (ILF), permitted as 1812-INDUS-2008, will receive all excavated material and is being developed in five phases. Phases 1 and 2 are currently operational, Phases 3 and 4 are under construction, and Phase 5 is in the planning stage.

CCR excavation is anticipated to be completed in the fourth quarter of 2034, with final landfill closure expected in the fourth quarter of 2035. The Addendum to the Closure Plan is currently under review by Department staff.

PUBLIC COMMENTS
The public is encouraged to provide feedback on the modified closure plan.  All comments received by December 22, 2025 will be considered in determining whether the revised plan will be approved by the state.  Written comments may be submitted to: Louise Hughes, N.C. DWM Solid Waste Section Community Engagement Workshop - Being updated.

The Solid Waste Section and DEQ's Public Engagement Program, in partnership with NC SWANA, held a workshop on June 28, 2022. The workshop included the history and background of engagement in North Carolina as well as a panel discussion. Primarily, the workshop was geared toward environmental consultants who gather data, prepare reports, and craft outreach efforts. The training can be viewed at the link above.
