
CJ Jordan is the Director of the Office of Continuous Improvement (OCI) at the North Carolina Department of Environmental Quality (DEQ). He oversees the full program lifecycle of major state and federal funding programs that address North Carolina’s critical infrastructure needs. Under CJ’s leadership, OCI serves as a strategic integrator, ensuring disciplined execution throughout the project lifecycle. By aligning project scope, optimizing resources, and managing risks, OCI enhances DEQ’s ability to exceed compliance and performance standards, delivering high-impact projects on time, within scope, and with measurable outcomes.
With over 18 years of experience in project, program, and portfolio management, CJ specializes in turning strategic priorities into action. His expertise includes optimizing business practices, enhancing stakeholder engagement for responsive service delivery, managing shared resources, and leading change initiatives that drive efficiency while maintaining core operations. His background spans the private sector as well as city, county, and state government. Previously, CJ served as DEQ’s Chief of Staff, where he advanced key departmental priorities, implemented strategic initiatives aligned with DEQ’s mission, and facilitated cross-divisional coordination to enhance efficiency. Before joining DEQ, he played a pivotal role in North Carolina’s disaster recovery and resilience efforts, supporting long-term rebuilding strategies for impacted communities.
CJ is trained in Six Sigma, program evaluation, performance measurement, and the High-Performance Organization (HPO) Framework, applying these methodologies to strengthen DEQ’s capacity to deliver high-impact projects. He holds a Bachelor’s degree in Sociology from Fayetteville State University and a Master of Public Administration from Arkansas State University.
