Shadi Eskaf is the Director of the Division of Water Infrastructure (DWI). The Division administers state and federal funding programs for drinking water, wastewater, and stormwater infrastructure projects in North Carolina. These include the Drinking Water State Revolving Fund, the Clean Water State Revolving Fund, the Community Development Block Grant-Infrastructure program, State Reserve loans and grants, the Viable Utility Reserve, the Local Assistance for Stormwater Infrastructure Investments grants and Lead Service Line Replacement and Emerging Contaminants funding programs.
Shadi serves as chair of the State Water Infrastructure Authority. His professional experience includes advising and training utilities and local governments, state and federal officials, technical assistance providers and policymakers on drinking water and wastewater finance issues, as well as developing resources and applied research on these issues. Prior to joining DEQ in 2021, he worked at the Environmental Finance Center at the University of North Carolina’s School of Government for 17 years. Shadi holds a master’s degree in environmental engineering from the University of North Carolina at Chapel Hill and a bachelor’s degree in mechanical engineering from the University of Tennessee at Knoxville.
