P U B L I C N O T I C E STATE OF NORTH CAROLINA ENVIRONMENTAL MANAGEMENT COMMISSION 1617 MAIL SERVICE CENTER RALEIGH, NORTH CAROLINA 27699-1617 NOTIFICATION OF INTENT TO ISSUE AN AMENDED CONSENT ORDER Public notice of intent to issue an amendment to a State Consent Order to the following: The City of Havelock (P.O. Box 368, Havelock, NC 28532) has requested an amended Special Order by Consent (SOC) No. S19-002 Ad II for its Havelock Collection System. The City was unable to consistently comply with sanitary sewer overflows (SSOs) conditions as set forth in their Collection System Permit WQCS00104, and compliance will require collection system upgrades. The City is requesting an extension to the final completion date and expiration date established in the existing SOC. This Order will require the City to complete construction of all rehabilitation and upgrades to collection system infrastructure, and to achieve compliance with all conditions in permit WQCS00104 on or before October 1, 2024. The Environmental Management Commission proposes to issue the Order per Article 21 of Chapter 143, N.C. General Statutes, and other regulations effective October 1, 2024. Compliance with this Order requires upgrades and rehabilitation to sewer lines, manholes and lift stations. The City of Havelock shall comply with the collection system permit conditions and limits with the exception of the interim limitations identified in the Order. This Order will expire on February 1, 2025.
