Notice of Intent to Issue NPDES Wastewater Permit NC0065242 Grover WWTP
The North Carolina Environmental Management Commission proposes to issue a NPDES wastewater discharge permit to the person(s) listed below. Written comments regarding the proposed permit will be accepted until 30 days after the publish date of this notice. The Director of the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest. Please mail comments and/or information requests to DWR at the above address. Interested persons may visit the DWR at 512 N. Salisbury Street, Raleigh, NC 27604 to review the information on file. Additional information on NPDES permits and this notice may be found on our website: https://deq.nc.gov/public-notices-hearings, or by calling (919) 707-3601. The Town of Grover applied to renew NPDES permit NC0065242 for the Grover WWTP (Bethlehem Road, Grover) in Cleveland County. This facility discharges to Jakes Branch in the Broad River basin. Currently, total residual chlorine (TRC), ammonia nitrogen, and fecal coliform are water quality limited. This may affect future wasteload allocations in this portion of Jakes Branch. North Carolina’s Drought Management Advisory Council (DMAC) has expanded its Severe Drought category (D2 classification) for parts of 31 counties as of Nov. 7. Impacted counties range from Cherokee County in the west to Moore County in the east. Severe Drought is the second category of the four drought classifications based on the U.S. Drought Monitor. Portions of an additional 39 counties in western North Carolina are considered to be in Moderate Drought category (D1 classification).

Radiator Specialty Company, 605 Lexington Ave, Suite 100 requests to renew permit NC0088838 for its groundwater remediation treatment plant located at 600 Radiator Road, Indian Trail, Union County. This facility discharges to a UT to South Fork Crooked Creek within the Tar-Pam River Basin. The following parameters are water-quality limited: Total Suspended Solids (TSS), Tetrachloroethylene (PCE), and 1,4 Dioxane. The Town of Liberty (Post Office Box 1006, Liberty, North Carolina 27298) has requested Special Order by Consent (SOC) SOC WQ S19-011 Ad, I for its Town of Liberty wastewater treatment facility (WWTF) – a 550,000 GPD wastewater collection, treatment and irrigation facility operating under the authority of non-discharge Permit Nos. WQ0003090 and WQCS00280.

Iowat Corporation, 6058 Lois Lane, Archdale, NC 27263 has requested new permit NCS000133 for the Iowat Corporation facility in Randolph County. This facility discharges to an unnamed tributary to Uwharrie River in the Yadkin Pee-Dee River Basin.

The North Carolina Department of Environmental Quality (DEQ)’s Division of Water Resources will hold a public hearing on December 6 on the adoption of proposed final rules for three grant programs: the Aquatic Weed Control Fund, Coastal Storm Mitigation Fund and the Shallow Draft Navigation Channel Dredging Fund. Comments will also be accepted until Jan. 2, 2024.

The North Carolina Department of Environmental Quality’s Division of Water Resources has honored 72 water treatment plants for surpassing federal and state drinking water standards in 2022. The division’s Public Water Supply Section awarded the facilities the prestigious N.C. Area Wide Optimization Award, which is part of a state effort to enhance the performance of existing surface water treatment facilities.
