Andy Miller returned to DEQ in October 2024 to serve as Deputy Secretary for Infrastructure and Environmental Assistance. He leads the efforts of the Division of Water Infrastructure, Division of Environmental Assistance and Customer Service and the Office of Continuous Improvement with a focus on how DEQ can best support local partners and their infrastructure needs.
Andy previously served as DEQ’s Legislative Affairs Director and oversaw major budget and policy initiatives. Most recently, he was the Policy Director for Hometown Strong, a rural initiative that focused on supporting small communities across North Carolina. In this role, he successfully led a grants program aimed at revitalizing rural communities and fostering sustainable growth.
Andy holds a Master of Political Philosophy from the University of Barcelona, as well as a Bachelor of Arts in Philosophy and Bachelor of Science in International Studies from Western Carolina University.
