The N.C. Coastal Resources Commission (CRC) will meet Aug. 27 and 28 at the Beaufort Hotel, 2440 Lennoxville Road, Beaufort. The regular business meeting of the CRC will be called to order at 3 p.m. on Aug. 27 and will resume at 9 a.m. on Aug. 28. An in-person public comment period is scheduled for 5:00 p.m. on Aug. 27. At the chair’s discretion, comments may be limited to 3 minutes per person. The public may attend the CRC meeting in-person or watch online. The Coastal Resources Advisory Council will meet in-person only Aug. 27, at 1 p.m. at the same location.
The N.C. Department of Environmental Quality’s (DEQ) Division of Coastal Management (DCM) and the National Park Service’s Cape Hatteras National Seashore (NPS CHNS) today released the report, Managing Threatened Oceanfront Structures: Ideas from an Interagency Work Group. This report is the result of a year-long collaboration between local governments and state and federal agencies via virtual meetings and public workshops. DEQ will use the report to guide next steps, as the state works to address threatened oceanfront structures.

PUBLIC NOTICE N.C. DEPARTMENT OF ENVIRONMENTAL QUALITY INTENT TO ISSUE NPDES WASTEWATER DISCHARGE PERMIT #NC0004979 Public comment or objection to the draft permit is invited. All comments received by September 27, 2024 will be considered in the final determination regarding permit issuance and permit provisions. PERMIT APPLICATION Duke Energy Progress, LLC, 526 South Church St., Charlotte, N.C., has applied for renewal of its NPDES wastewater permit (NC0004979) for Allen Steam Station, 253 Plant Allen Rd., Belmont, Gaston County. The facility discharges treated industrial wastewater and stormwater to Catawba River and South Fork Catawba River in the Catawba River basin. Some of the parameters are water quality limited. This discharge may affect future allocations in this portion of the Catawba River basin. The location of Outfall 001 is: Latitude: 35011’23”; Longitude: 81000’45”. The location of Outfall 002 is: Latitude: 35010’30”; Longitude: 81000’23”. The location of Outfall 003 is: Latitude: 35011’23”; Longitude: 81000’45”. The location of Outfall 004 is: Latitude: 35011’35”; Longitude: 81000’22”. The location of Outfall 006 is: Latitude: 35010’55”; Longitude: 81000’24”. The thermal component of the discharge is subject to effluent limitations under the CWA sections 301/306 and North Carolina Administrative Code Section; 15A NCAC 2B.0211 (3) (j), which prohibits an exceedance of 2.8 degrees C (5.04 degrees F) above the natural water temperature, and in no case to exceed 32 degrees C (89.6 degrees F). The permit holder has requested a Clean Water Act 316(a) variance, which would impose an alternative less stringent limitations on the thermal component of the discharge under Section 316(a). The proposed variance imposes a monthly average limit of 38.9 degrees C (102.0 degrees F) during summer and a monthly average limit of 35.0 degrees C (95.0 degrees F) during winter. On the basis of the North Carolina Administrative Code Section: 15A NCAC 2B.0208 (2) (b) (and other lawful standards and regulations), the North Carolina Division of Water Resources proposes to grant the 316(a) variance in conjunction with the renewal of the permit.
