Notice of Intent to Modify an NPDES General Wastewater Permit

The North Carolina Environmental Management Commission proposes to modify the following NPDES wastewater general permit:

NPDES General Permit No. NCG530000 for the discharge of treated wastewater resulting from seafood packing and rinsing operations, as well as from fish farms and hatcheries defined as concentrated aquatic animal production (CAAP) facilities with production levels above specified minimums.

Written comments regarding the proposed modified general permit will be accepted until 30 days after the publish date of this notice. The Director of the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest. N.C. DEPARTMENT OF ENVIRONMENTAL QUALITY INTENT TO ISSUE NPDES WASTEWATER DISCHARGE PERMIT #NC0038377
Public comment or objection to the draft permit is invited. All comments received by January 9, 2024, will be considered in the final determination regarding permit issuance and permit provisions.

PERMIT APPLICATION
Duke Energy Progress, LLC, 526 South Church St., Charlotte, N.C., has applied for a Major Modification of its NPDES wastewater permit (NC0038377) for Mayo Steam Electric Generating Plant, 10660 Boston Rd., Roxboro, Person County. The facility discharges industrial wastewater, domestic wastewater, landfill leachate, groundwater, and stormwater to Mayo Reservoir in the Roanoke River basin. Some parameters are water quality limited. This discharge may affect future allocations in this portion of the Roanoke River basin. The location of Outfall 001 is: Latitude: 36031’28”; Longitude: 78052’56”. The location of Outfall 002 is: Latitude: 36032’03”; Longitude: 78053’27”.

This facility discharges to Logan Creek in the Yadkin-Pee Dee River Basin. Currently, total residual chlorine (TRC), fecal coliform, and ammonia nitrogen are water quality limited.
