NOTIFICATION OF INTENT TO ISSUE AN AMENDED CONSENT ORDER

Public notice of intent to issue an amendment to State Consent Order to the following:
Don Lee Camp and Retreat Center (315 Camp Don Lee Road, Arapahoe, NC 28510) has requested Special Order by Consent No. S18-003 Ad. IV for its Camp Don Lee WWTP, a 25,000 GPD wastewater treatment and high-rate infiltration facility under the authority of Non-Discharge Permit WQ0014550.

The Environmental Management Commission proposes to issue the amended Order per Article 21 of Chapter 143, N.C. General Statutes, and other regulations effective October 1, 2022.

Compliance with this Order requires the permittee to determine the improvements to the DHHS system will accommodate flows from the camp. Don Lee Camp and Retreat Center shall comply with the non-discharge permit limits with the exception of the interim limitations identified in the Order. This Order will expire on October 1, 2023.

A copy of the Order is available upon request by contacting Siying Chen of the Division of Water Resources at 919-707-3619, or by email at: siying.chen@ncdenr.gov. Comments on the proposed Order received no later than September 15, 2022 will be considered in the final determination. A public meeting may be held if there is a significant degree of public interest.

The North Carolina Department of Environmental Quality (DEQ) will hold a public hearing September 20, 2022, on proposed amendments to its 15A NCAC 01E “Oil Refinery Facility Permit” rules as part of the required rule review and readoption process set forth in N.C. Gen. Stat. § 150B-21.3A.  The purpose of this public hearing is to allow interested persons to submit oral comments regarding DEQ’s proposed amendments to 15A NCAC 01E, which relate to Oil Refinery Facility Permits.
