The North Carolina Environmental Management Commission proposes to issue a NPDES wastewater discharge permit to the person(s) listed below. Written comments regarding the proposed permit will be accepted until 30 days after the publish date of this notice. The Director of the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest. The Town of Franklin [PO Box 1479, Franklin, NC 28744] has requested renewal of NPDES permit NC0021547 for its Waste Water Treatment Plant, located in Macon County. This permitted facility discharges treated municipal wastewater to Little Tennessee River, a class C waterbody in the Little Tennessee River Basin. Currently BOD, ammonia, fecal coliform, TSS, dissolved oxygen, pH, total residual chlorine, total nitrogen, and total phosphorus are water quality limited. This discharge may affect future allocations in this segment of Little Tennessee River. (Public Notice will run in the Franklin Press on 4/24/24.)

Notice of Intent to Reissue an NPDES General Wastewater Permit

The North Carolina Environmental Management Commission proposes to reissue the following NPDES wastewater general permit: NPDES General Permit No. NCG580000 for the discharge of reclaimed water from a conjunctive use reclaimed water system. Covered discharge is limited to discharges from reclaimed storage ponds as a result of rainfall or storm events; or overspray or runoff of reclaimed water if levels are over specified minimums.

Written comments regarding the proposed general permit will be accepted until 30 days after the publish date of this notice. The Director of the NC Division of Water Resources (DWR) may hold a public hearing should there be a significant degree of public interest.
