The North Carolina Division of Air Quality is announcing approximately $1,118,000 in grant funding available for projects to reduce air pollution from diesel powered mobile sources.
Applications may be submitted from Nov. 1, 2023, until Feb. 2, 2024.
Grant Overview
The North Carolina Division of Air Quality (DAQ) administers the Mobile Sources Emissions Reduction Program to fund the replacement of older diesel vehicles with cleaner alternatives. The goal of the program is to achieve signification reductions in diesel emissions, including nitrogen oxides (NOx) and greenhouse gases.
Mobile Sources Emissions Reduction Grants can fund a wide range of projects. Projects include:
- Repowering on-road and nonroad equipment with newer, cleaner engines
- Replacing old on-road and nonroad equipment with new, cleaner vehicles
- Converting vehicles to run on alternative fuels
- Expanding medium and heavy duty electric vehicle usage throughout the state
Any private or public sector entity with a physical presence in North Carolina is eligible to apply. All original equipment or vehicles must be operational in the previous two years and the replacement equipment or vehicle must be operated at least 70% in North Carolina for the next 5 years.

DAQ will hold a webinar on the Mobile Sources Emissions Reduction Program Request for Proposals on December 1, 2023, from 10 a.m. - 12 p.m., for interested stakeholders and applicants. During this webinar, staff will cover the purpose, entity and project eligibility, cost-shares, application requirements, project selection criteria, and deadlines for the 2023 program. This webinar will also briefly introduce participants to prerequisites (NCID and DAQ Grant Management System - Access application) needed to apply through the DAQ Grant Management System.

How to Apply Webinar
A second webinar on the Mobile Sources Emissions Reduction Program Request for Proposals will be held on January 10, 2024, from 10am - 12pm, for interested stakeholders and applicants. For this webinar, we encourage all participants to have all required information and documents needed to apply, as well as to have been granted access to the DAQ Grant Management System. The webinar will provide step-by-step instruction for how to fill in the application, how to upload documents, and how to submit an application to the program. The webinar will also briefly introduce the requirements to receive reimbursement for submitting a claim once the project has been completed. We will also devote substantial time to answering questions about the program and application, as well as best practices and where to find help and assistance throughout all stages from application to award.
