The North Carolina Division of Air Quality (DAQ) administers the Mobile Sources Emissions Reduction Program to fund the replacement of older diesel vehicles with cleaner alternatives. These grants are funded by the U.S. Environmental Protection Agency's Diesel Emissions Reduction Act (DERA) program. The goal of the program is to achieve signification reductions in diesel emissions, including nitrogen oxides (NOx) and greenhouse gases.
For 2024, approximately $1,128,489 is available in the program to replace diesel vehicles. Based on the number of proposals received and the available funding, DAQ will reserve the right to award less than the total amount requested in any application.
Mobile Sources Emissions Reduction Grants can fund a wide range of projects. Projects include:
- Repowering on-road and nonroad equipment with newer, cleaner engines
- Replacing old on-road and nonroad equipment with new, cleaner vehicles
- Converting vehicles to run on alternative fuels
- Expanding medium and heavy duty electric vehicle usage throughout the state
Any private or public sector entity with a physical presence in North Carolina is eligible to apply. All original equipment or vehicles must be operational in the previous two years and the replacement equipment or vehicle must be operated at least 70% in North Carolina for the next 5 years.

How to Apply Webinar
A webinar on the 2024 Mobile Sources Emissions Reduction Program Request for Proposals was held on November 4, 2024, from 2-3 p.m., for interested applicants. For this webinar, we encouraged all participants to have all required information and documents needed to apply, as well as to have been granted access to the NCDAQ Grant Management System. The webinar provided step-by-step instruction for how to fill in the application, how to upload documents, and how to submit your application. The webinar also briefly introduced the requirements to receive reimbursement for submitting a claim once the project has been completed.

Application Process
Applications, any required attachments, and supporting documentation must be submitted electronically using our online DAQ Grant Management System (GMS) website to be considered for funding. Incomplete applications will be returned. This application and any supplemental information provided will serve as the primary means by which all funding requests are evaluated and approved or denied.
