On October 25, 2022, Governor Cooper signed Executive Order 271, which, along with other directives, charged DEQ to initiate the rulemaking process for the Advanced Clean Trucks rule and propose the rule for consideration to the Environmental Management Commission (EMC).

As part of this process, DEQ is collaborating with local governments, environmental justice organizations, underserved communities, automobile manufacturers, motor fleet owners, electric utilities, the North Carolina Utilities Commission, public health experts, environmental organizations, and other interested stakeholders in developing the proposed rule and the associated regulatory impact analysis.

At this kickoff informational webinar, the Division of Air Quality will provide an overview of the ACT program, rulemaking process and outreach opportunities ahead of a series of upcoming stakeholder listening sessions.
