Duke Energy Corporation (8320 East N.C. Hwy 150, Terrell, N.C.) has applied for a major modificaiton of its NPDES permit NC0004987 discharging from Marshall Steam Station in Catawba County to the Catawba River in the Catawba River Basin. The NPDES permit is being modified to to incorporate construction of the new lined retention basin, which will be assigned as a new outfall, #005. In addition, the compliance date for bottom ash transport water pollutants and FGD wastewater pollutants has been delayed until 12/31/2023 due to the proposed EPA rulemaking that might result in different deadlines and/or BAT determinations. The modification also includes removal of coverage for two seeps. Both seeps will be covered under a Special Order by Consent (SOC). The requirement for a physical/chemical treatment was eliminated from the permit as well to meet accelerated closure requirements in the SOC. Currently, total arsenic is the water quality limited parameter. This discharge may impact future allocation in this section of the Catawba River.
