N.C. DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC HEARING ON DRAFT NPDES WASTEWATER DISCHARGE PERMIT #NC0090000
Permit Application
Colonial Pipeline Company has applied for a new NPDES wastewater permit (NC0090000) for the 2020-L1-SR2448 site, 14108 Huntersville-Concord Rd, Huntersville, NC 28078, Mecklenburg County. The facility will address groundwater contamination and will discharge treated groundwater to North Prong Clark Creek in the Yadkin-Pee Dee River basin. Some of the parameters are water quality limited. This discharge may affect future allocations in this portion of the Yadkin-Pee Dee River basin. The location of the Outfall is: Latitude: 35°25’13”N; Longitude: -80°47’53”W.
A Public hearing will be held on March 16, 2023, for public comment. Written comments will be accepted through March 17, 2023, at 5 p.m. and will be considered in the final determination regarding permit issuance and permit provisions.

To make an appointment to review the documents, please call 704-663-1699 and ask for a Water Quality Regional Operations Supervisor.
Public comment on the draft permit may be mailed to: Attn: Wren Thedford, Wastewater Permitting, Attn: Colonial Pipeline Permit, 1617 Mail Service Center, Raleigh, N.C., 27699-1617 and post-marked no later than March 17, 2023. Public comments may also be submitted by email to: publiccomments@ncdenr.gov. Please include “Colonial Pipeline” in the email subject line. Comments will be accepted via email through March 17, 2023, 5 p.m.
