N.C. DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC HEARING ON DRAFT NPDES WASTEWATER DISCHARGE PERMIT #NC0002305
Permit Application
Lear Corporation, Inc. has requested renewal of NPDES wastewater permit (NC0002305) for its Kenansville Facility, at 1754 North Carolina Highway 903 near Kenansville NC, Duplin County. This permitted facility discharges treated domestic and industrial wastewater to NE Cape Fear River, a Class C; Sw waterbody in the Cape Fear River Basin. Some of the parameters in the permit are water quality limited. The locations of the Outfalls are denoted on the maps in the Permit.
A Public hearing will be held on December 17, 2024, for public comment. Written comments will be accepted through December 18, 2024, at 5 p.m. and will be considered in the final determination regarding permit issuance and permit provisions.

Printed copies of the draft permit and related documents may be reviewed at the department’s Wilmington Regional Office. To make an appointment to review the documents, please call 910-796-7215 and ask for a Water Quality Regional Operations Supervisor.
Public comment on the draft permit may be mailed to: Attn: Fenton Brown, Jr., NPDES Wastewater Permitting, Attn: Lear Corp. Permit, 1617 Mail Service Center, Raleigh, N.C., 27699-1617 and post-marked no later than December 18, 2024. Public comments may also be submitted by email to: publiccomments@deq.nc.gov. Please include “Lear Corp Permit” in the email subject line. Comments will be accepted via email through December 18, 2024.
