NOTIFICATION OF INTENT TO ISSUE A CONSENT ORDER

Public notice of intent to issue a State Consent Order to the following:

The City of Havelock (P.O. Box 368, Havelock, NC 28532) has requested Special Order by Consent EMC SOC S19-002, Ad. 1 for the Havelock Collection System under the authority of permit WQCS00104. The City is unable to consistently comply with Condition I.2, regarding sanitary sewer overflows (SSOs).  Frequent and repetitive SSOs have occurred in portions of the City’s collection system, and compliance will require upgrades and rehabilitation to sewer lines, manholes and lift stations.

This Order will require the City to complete construction of all rehabilitation and upgrades to collection system infrastructure, and to achieve compliance with all conditions in permit WQCS00104 on or before January 1, 2024.

The City also requests an additional discharge of 20,000 gallons per day of domestic wastewater to the treatment works, such that waste characteristics do not exceed those associated with domestic waste. The City shall make every effort to prevent discharge of wastewater to the State’s waters within its ability to operate the sanitary sewer collection system. This Order will expire on May 1, 2024.
