The Division of Water Quality will hold a public hearing on May 5, 2022, to receive comment on adoption of the 15A NCAC 02E rules (Section .0400 Regulation of Surface Water Transfers Rules). Please see attachments for the public notice, draft rules and regulatory impact analysis.

In accordance with G.S. 150B-21.2 and G.S. 150B-21.3A(c)(2)g., the Environmental Management Commission intends to adopt the rules cited as 15A NCAC 02E .0403-.0409 and readopt with substantive changes the rules cited as 15A NCAC 02E .0401 and .0402. The proposed effective date is January 1, 2023.
