Special Order by Consent for 
St. Johns Packaging USA, LLC 
Greensboro, Guilford County

St. Johns Packaging USA, LLC is a packaging material manufacturing facility in Greensboro. The facility produces multicolor plastic packaging materials and operates printing presses that use ink and solvents to print on flexible plastic that is used for packaging (e.g., potato chip bags, bread bags, etc.). The facility is located at 2619 Phoenix Drive in Greensboro, Guilford County, North Carolina.   

The facility currently operates under Title V Air Quality Permit No. 02221T21, which was issued on December 19, 2023, and has an expiration date of November 30, 2028. SECTION 2.3 A. 1. a. of the permit specifies the Actual Plantwide Applicability Limitations (PAL) of 407 tons per year of Volatile Organic Compounds (VOC) emissions per rolling 12-month period, with an effective date for this PAL of April 8, 2015, and an expiration date for this PAL of March 31, 2025. Section 2.3 A. 1.c. of the permit states that once the PAL permit expires, the Permittee is subject to the requirements in 40 CFR 51.165(f)(9). 

The facility did not submit the PAL renewal application in accordance with 40 CFR 51.165(f)(10). Therefore, the expiration date for the PAL was on March 31, 2025. St. Johns Packaging USA, LLC has agreed to a Special Order by Consent (SOC) with the North Carolina Environmental Management Commission (EMC) to allow the St. Johns Packaging USA, LLC facility to continue to operate while DAQ is processing its Significant Title V Air Permit Modification Application. Per the terms of the SOC, the owner/operator of the facility must comply with all terms and conditions of Air Quality Permit No. 02221T21. The SOC includes an upfront penalty and enforcement action pursuant to N.C.G.S. § 143-215.114A for failure to comply with any terms or conditions specified in Air Quality Permit No. 02221T21 or the SOC. The SOC will expire when DAQ takes final action on the facility’s permit modification application.

Interested persons are invited to review the proposed SOC and to submit written comments by email to daq.publiccomments@deq.nc.gov with “St. Johns Packaging USA SOC” in the subject line or by mail to one of the above addresses. Any person requesting a public hearing regarding the proposed SOC should submit a written request with a statement supporting the need for such a hearing. The request for hearing should be sent to the DAQ at one of the two above address or at the above email address. All public comments and requests for hearing must be received by 5 p.m. on Thursday, May 29, 2025. The Director of the DAQ shall take final action on behalf of the EMC on Consent Orders within 60 days of the initial public notice.
