Public Comment Period 15A NCAC 02C: Well Construction Standards

The N.C. Environmental Management Commission is seeking public comment on 15A NCAC 02C Rules (Well Construction Standards). The public is encouraged to submit comments on the proposed rules at a public hearing and/or via email or postal mail to the N.C. Division of Water Resources. All comments received by Jan. 14, 2019 will be considered in the final recommendations regarding proposed actions to the rules.

Written comments on the proposed rule actions and/or associated regulatory impact analyses may be submitted by email to 15ancac2crule_comments@lists.ncmail.net. Please be sure to include “Public Comment” in the email’s subject line.

Procedure for Subjecting a Proposed Rule to Legislative Review
If an objection is not resolved prior to the adoption of the rule, a person may also submit written objections to the state Rules Review Commission. If the commission receives written and signed objections in accordance with G.S. 150B-21.3(b2) from 10 or more persons who clearly request review by the legislature and the commission approves the rule, the rule will become effective as provided in G.S. 150B-21.3(b1). The Rules Review Commission will then receive written objections until 5 p.m. on the day after the commission approves the rule. The objections may be submitted by mail, delivery service, hand delivery or fax transmission. For additional information concerning the submission of objections to the Rules Review Commission, please call the commission’s staff attorney at 919-431-3000.
