The City of Raleigh has applied for a renewal of the NPDES permit for its Smith Creek Resource Recovery Facility (RRF) (NC0030759). This facility is currently permitted to discharge up to 3.0 MGD (6.0 MGD upon expansion) of treated municipal wastewater to the Neuse River in the Neuse River Basin. Currently BOD, ammonia nitrogen, TSS, fecal coliform, total nitrogen, total phosphorus and total residual chlorine are water quality limited. This discharge may affect future allocations in this portion of the Neuse River Basin.
