As part of the N.C. Volkswagen Settlement, the N.C. Division of Air Quality (DAQ) is making available approximately $1.8 million in funding for community and destination zero-emission charging infrastructure projects. This program seeks to enhance community and destination charging options across the state. Charging sites must include a minimum of one DC Fast port with a maximum of four DC Fast ports and may include additional Level 2 ports (maximum of eight Level 2 ports per project).

Available Funding
This program will have $1,890,605 available to install new community and destination zero emission vehicle charging sites across the state. Maximum funding amounts are based on the capacity of the chargers and ownership of the property on which the chargers will be located, as shown in the table below. DAQ reserves the right to award less than the total amount requested in any application.

- Incorporated nonprofits
- Municipal governments and municipal authorities
- North Carolina State government agencies
- North Carolina tribal government agencies
- Metropolitan or rural planning organizations located in North Carolina.
- Businesses: Corporations, partnerships, sole proprietorships, limited liability companies, business trusts or other legal business entities incorporated in or registered with the NC Department of the Secretary of State
- Air quality or transportation organizations
- Federal government agencies located in North Carolina

How to Apply - Question and Answer Webinar
A How to Apply webinar for the Community and Destination Charging ZEV Infrastructure Program Request for Proposals will be held on November 14, 2024, from 2pm - 3pm, for interested applicants. For this webinar, we encourage all participants to have all required information and documents needed to apply, as well as to have been granted access to the NCDAQ Grant Management System. Webinar will provide step by step instruction for how to fill in the application, how to upload documents, and how to submit your application. The webinar will also briefly introduce the requirements to receive reimbursement for submitting a claim once the project has been completed. There will also be substantial time devoted to answering questions about the program and application, as well as best practices and where to find help and assistance throughout all stages from application to award.

Application Process
Applications, any required attachments, and supporting documentation must be submitted electronically using our online DAQ Grant Management System (GMS) website to be considered for funding. Incomplete applications will be returned. This application and any supplemental information provided will serve as the primary means by which all funding requests are evaluated and approved or denied.
