Funding recommendations for the Community Development Block Grant-Infrastructure program’s grants for public schools and presentations by eastern North Carolina local governments and utility organizations:
- Neuse Regional Water and Sewer Authority – Harold Herring, Executive Director
- Greenville Utilities Commission (GUC)- Anthony Whitehead, GUC Water Quality Manager; and Tim Devine, Associate with Hazen & Sawyer

The authority is an independent body with primary responsibility for awarding federal and state funding for water and wastewater infrastructure projects. Other responsibilities include developing a state water infrastructure master plan, recommending ways to maximize the use of available loan and grant funding resources, and examining best and emerging practices.
