Draft priorities for funding made available through the federal Additional Supplemental Appropriations for the Disaster Relief Act, 2019 (ASADRA)
North Carolina will have an additional $105 million in funding as a result of ASADRA, through the Drinking Water State Revolving Fund (DWSRF) and Clean Water State Revolving Fund (CWSRF) programs. This funding is restricted to facilities impacted by either Hurricane Florence or Hurricane Michael. Types of projects include moving water infrastructure facilities out of the floodplain, making facilities more resilient in future storm events, establishing redundancy to ensure operation during an event such as installation of backup generators, and setting up stormwater controls to reduce flooding. The Division of Water Infrastructure will make the Intended Use Plans for the CWSRF and the DWSRF programs available for public review once draft priorities are approved by the State Water Infrastructure Authority.

The authority is an independent body with primary responsibility for awarding federal and state funding for water and wastewater infrastructure projects. Other responsibilities include developing a state water infrastructure master plan, recommending ways to maximize the use of available loan and grant funding resources, and examining best and emerging practices.
