The North Carolina Mining Commission will hold a public hearing on Nov. 18, 2025, to hear public comment on proposed rule changes to Subchapters 05A, 05B, 05F and 05G of the Mining Act Rules, codified in 15A NCAC Chapter 05.

The North Carolina Department of Environmental Quality’s Division of Water Resources (DWR) has issued a Clean Water Act Section 401 water quality certification for the Mountain Valley Pipeline LLC Southgate Project (MVP Southgate).

The N.C. Coastal Resources Commission (CRC) will meet Nov. 19 and Nov. 20 at the Beaufort Hotel, 2440 Lennoxville Road, Beaufort. The regular business meeting of the CRC will be called to order at 1 p.m. on Nov. 19 and will resume at 9 a.m. on Nov. 20. A public input and comment period is scheduled for 9:05 a.m. on Nov. 20. At the chair’s discretion, comments may be limited to 3 minutes per person. The public may attend the CRC meeting in person or join online.

The Division of Air Quality (DAQ) is accepting public comments on a draft Title V air quality permit for Domtar Paper Co. in Martin County.

The N.C. Department of Environmental Quality’s Division of Coastal Management Coastal Reserve and National Estuarine Research Reserve will hold fall local advisory committee meetings Nov. 5 - 18 for the following reserve sites. All meetings are open to the public.

The State Energy Office, within the North Carolina Department of Environmental Quality (DEQ), reported that efforts to reduce energy consumption in state-owned buildings have saved taxpayers more than $196 million in the year covering July 2023 to June 2024.

The North Carolina Department of Environmental Quality’s Division of Coastal Management (DCM) is accepting public comment on a request for review of a federal consistency submission from the U.S. Army Corps of Engineers, Wilmington District, for the Draft Environmental Impact Statement (EIS) associated with the proposed Wilmington Harbor 403 Navigation Project. The public may comment in writing or at an in-person public hearing scheduled for Nov. 17, 2025, from 5:30 p.m. to 7:30 p.m.
