Public hearing scheduled to gather comments on Alcoa permit


RALEIGH – The state Division of Water Resources will hold a public hearing July 1 in Albemarle to obtain feedback on a combined wastewater and stormwater draft permit for the Alcoa Badin Works facility in Badin.

The facility is required to have a National Pollutant Discharge Elimination System, or NPDES, permit to cover discharges of wastewater and stormwater to an unnamed tributary to Little Mountain Creek and Badin Lake in the Yadkin-Pee Dee River basin. The draft permit under review is a renewal of permit #NC0004308.

The Alcoa Badin Works facility operated as an aluminum smelter plant until July 2007 when it ceased operations. The facility no longer discharges process wastewater but previous on-site activities contribute to pollutants of concern in commingled groundwater and stormwater runoff.

The public hearing will begin at 6 p.m. July 1 at the Stanly County Commissioner’s Commons Meeting Room, 1000 North First St., Albemarle. Speaker sign-up begins at 5 p.m. If possible, speakers are asked to provide a written copy of their comments to the hearing officer.

Written comments on the draft permit will also be accepted by mail until July 1. Comments should be mailed to: Teresa Rodriguez, N.C. Division of Water Resources, NPDES Unit, 1617 Mail Service Center, Raleigh, N.C. 27699-1617. All comments submitted should reference permit #NC0004308.

The N.C. Division of Water Resources placed the required notice about the public hearing and comment period in two Albemarle-area newspapers of wide circulation earlier this month.
