SPECIAL ORDER BY CONSENT FOR

NORTH CAROLINA RENEWABLE POWER – LUMBERTON, LLC

LUMBERTON, ROBESON COUNTY

North Carolina Renewable Power – Lumberton, LLC (the Company) operates a facility that combusts fuel to produce steam and electricity in Robeson County, North Carolina.  The facility is located at 1866 Hestertown Rd., Lumberton, N.C., 28358.  The Company has agreed to a Special Order by Consent (SOC) with the North Carolina Division of Air Quality (DAQ) for violations of their Carbon Monoxide (CO) Avoidance of Prevention of Significant Deterioration (PSD) permit limit.  The terms of the SOC require emissions reporting, stipulated penalties for exceedances, additional emissions source testing, and a PSD permit application.

Interested persons are invited to review the proposed SOC, and to submit written comments to the DAQ at the above address, so that the comments are received by February 25, 2017. Any person requesting a public meeting regarding the proposed SOC should submit a written request with a statement supporting the need for such a meeting. The request should be sent to the DAQ at the above address, so that the request is received by February 25, 2017.  The DAQ Director shall take final action for the Commission on Consent Orders within 60 days of the initial public notice.
