NOTICE FOR PUBLIC HEARING REGARDING AN APPLICATION SUBMITTED
FOR MODIFICATION OF AN EXISTING AIR QUALITY PERMIT

Duke Energy Carolinas, LLC - Cliffside Steam Station has applied to the North Carolina Department of Environment and Natural Resources, Division of Air Quality (NCDAQ), Permits Section (PS) for modification of an existing air permit No. 04044T28 for the Cliffside Steam Station located at:

Request for Modification - On October 28, 2008, Duke Energy submitted an application requesting a modification to the existing Cliffside air quality permit. In this application Duke Energy requested permit restrictions limiting emissions of hazardous air pollutants (HAPs) from Cliffside coal-fired Unit No. 6 to less than ten (10) tons of any single HAP and less than twenty-five (25) tons of all combined HAPs. The NCDAQ proposes to approve this application request and issue a revised air quality permit containing the requested emission limitations including enforceable conditions ensuring the compliance with these limits.

The Director of the North Carolina Division of Air Quality, in accordance with 15A NCAC 2Q .0306(a) and .0521(f), has determined that a public hearing is in the best interest of the public. Therefore a public hearing will be held at 6:00 PM on Thursday January 15, 2009 at Chase High School located at 1603 Chase High School Road in Forest City. Persons wishing to present oral comments on the NCDAQ's proposed approval of Duke Energy's request to modify the permit to include additional HAP restrictions at the hearing should prepare their presentations to be three minutes or less..

A copy of the application for modification submitted by Duke Energy Carolinas, LLC - Cliffside Steam Station and other material used by the DAQ in making this preliminary determination are available for public inspection at http://daq.state.nc.us/permits/psd/cliffside.shtml and http://daq.state.nc.us/cgi-bin/cal.cgi?12+2008 or during normal business hours at the following locations:

After considering the comments received the NCDAQ will act on the request for modification of the Duke Energy Carolinas permit.
