Level 2 Multi-Unit Dwelling Program

Applications Open

DEQ released the Request for Proposals (RFP) for the Phase 2 Level 2 Multi-Unit Dwelling Program on May 2, 2022. Applications for the Level 2 Multi-Unit Dwelling Program opened in the Grant Management System on June 13, 2022.

Applications will be accepted on a first-come, first-served basis until all funds are exhausted. Currently, funds are still available and applications remain open.

Level 2 Multi-Unit Dwelling Program

In Phase 2 of the program, $489,544 in Volkswagen funds are allocated to the Level 2 Multi-Unit Dwelling Program to install Level 2 electric vehicle charging infrastructure at eligible multi-unit family dwellings.

Eligibility

Eligible projects can be submitted by:

  • Property owners of multi-unit dwellings with 10 or more units in North Carolina, such as apartment complexes, condominiums, etc. This excludes individually-owned townhouses, row houses and mobile homes.

DAQ Grants Management System Webinar

A webinar on how to request access the DAQ Grants Management System was held on May 9, 2022, for applicants who do not have access to the system. Level 2 Multi-Unit Dwelling Program Applicant Webinar

A webinar on the Level 2 Multi-Unit Dwelling Program Request for Proposals was held on May 16, 2022, for interested stakeholders and applicants. How to Apply

New DAQ Grants Management System users must first register for an individual NCID on the Identity Manager Dashboard (nc.gov) prior to requesting access to the DAQ Grants Management System.

NCIDs must use the following format or your request for access will be denied. NCIDs with a company or organization name will no longer be accepted. 
  • First name or initial
  • Middle initial (optional)
  • Last name
  • Number (if name is already in use)
  • Example for John D. Doe, options for his NCID are:

    • johnddoe
    • johndoe
    • johndoe2
    • jddoe
    • jddoe12

The NCID and email used to register the NCID must also match the name and email address on your Enterprise Business Services External Request Application or the request will be denied. Requests typically take up to week to be processed. After submitting your request, you must then email a completed State of North Carolina Substitute W-9 Form emailed to svc.NCVWApplication@ncdenr.gov. Federal W-9 forms will not be accepted. You will not have access to the Grants Management system until your request has been processed and you receive a “Welcome to Enterprise Business System (EBS) Portal” email.

To be granted access to GMS, applicants must obtain an NCID and then complete and submit the online Enterprise Business Services External Request Application. Applicants must also complete and email the State of North Carolina Substitute W-9 Form to daq.NC_VWGrants@ncdenr.gov to get registered in the system. Once registered and logged into the GMS, you will have access to tutorials on how to use the system, submitting applications and submitting claims.  If you have previously submitted an Access Authorization Form for the NCDAQ Grant Management System and received a “Welcome to Enterprise Business System (EBS) Portal” email, you do not need to resubmit this form.

NCDEQ will only accept applications for the Level 2 Multi-Unit Dwelling Program submitted through the NCDAQ Grant Management System website, at: https://www.ebs.nc.gov/irj/portal beginning June 13, 2022. A sample PDF version of the application has been made available on the program webpage for applicant reference to prepare all required materials for the online application. The Level 2 Multi-Unit Dwelling Program application will not be visible in the system until June 13, 2022. Eligible, complete applications will be selected for funding on a first-come, first-served rebate process until funds are exhausted.

NOTE: The Program ID in the DAQ Grants Management System for the Level 2 Multi-Unit Dwelling Program will be NCDEQDAQ0012 when the application is available on June 13, 2022.
