Application available in DAQ Grants Management System July 25, 2022 Proposal application evaluations As received Grant awards announced As awarded in 2022 Eligibility Organizations that own or operate an eligible workplace location may apply for a Level 2 ZEV Charging Infrastructure Program rebate. Eligible applicants include: Local, county, municipal, federal or tribal government agencies. Government is defined in Appendix B of the Request for Proposals. Incorporated Nonprofit: an organization as described in section 501(c)(3) of the Federal Internal Revenue Code of 1954, as amended. The organization must be incorporated under NC law or registered with the NC Department of the Secretary of State. Businesses: corporations, partnerships, sole proprietorships, limited liability companies, business trusts or other legal business entities incorporated in or registered with the NC Department of the Secretary of State. Further, applicants must meet one of the following criteria, depending on the expected use of the EV charging station to be reimbursed: Employee charging: Workplaces must have at least 5 or more year-round and full-time employees on site at the location identified in the application in North Carolina to be eligible to apply and receive funding for EV charging stations intended for use by employees’ personal vehicles. Fleet charging: Light-duty fleet owners in North Carolina planning to have at least one EV in their fleet are eligible to apply and receive funding for EV charging stations intended for use by fleet vehicles. You must complete the online Enterprise Business Services External Access Request Application and then email a completed State of North Carolina Substitute W-9 Form to svc.NCVWApplication@ncdenr.gov. You will not have access to the Grants Management system until your request has been processed and you receive a “Welcome to Enterprise Business System (EBS) Portal” email. Prior to using the Grant Management System, applicants must obtain an NCID then complete and submit the online Enterprise Business Services External Access Request Application. Applicants must also complete the State of North Carolina Substitute W-9 Form and email the form to svc.NCVWApplication@ncdenr.gov to get registered in the system. Once registered and logged into the GMS, you will have access to tutorials on how to use the system, submitting applications and submitting claims. If you have previously submitted an Access Authorization Form for the NCDAQ Grant Management System and received a “Welcome to Enterprise Business System (EBS) Portal” email, you do not need to resubmit this form. NCDEQ will only accept applications for the Level 2 Workplace Program submitted through the NCDAQ Grant Management System website, at: https://www.ebs.nc.gov/irj/portal which began July 25, 2022. NOTE: The Program ID in the DAQ Grants Management System for the Level 2 Workplace Program will be NCDEQDAQ0014 when the application is available on July 25, 2022.
