Scrap Tires

The North Carolina Department of Environmental Quality, Division of Waste Management - Solid Waste Section manages the scrap tire disposal program. The Scrap Tire Disposal Act is the law that provides for the safe disposal of scrap tires. Each county is responsible for providing for the disposal of scrap tires located within its boundaries and should be contacted to address scrap tire complaints. A scrap tire disposal tax is applied to the sale of a new tire. The North Carolina Department of Revenue (NCDOR) administers quarterly distributions of the scrap tire disposal tax proceeds to counties. The Solid Waste Section administers grants from the Scrap Tire Disposal Account (STDA) to qualifying counties that incur an overage charge for the proper management of its scrap tire disposal program.

The Department provides grants from the Scrap Tire Disposal Account to qualifying counties to offset operating costs for their scrap tire disposal programs. Eligible counties can apply for these grants during two open application periods offered each fiscal year: a November-December application period and an April-May application period.

Before engaging in the hauling of scrap tires in this State, each tire hauler must register with the Department and obtain a scrap tire hauling identification number issued by the Department.

NOTE: A tire retailer licensed under G.S. 105-164.29 and solely engaged in the hauling of scrap tires received by it in connection with the retail sale of replacement tires is not required to register under this section.
