The North Carolina Department of Environmental Quality Division of Water Resources is now accepting public comment on the proposed list of streams, rivers, reservoirs and other water bodies in North Carolina considered to be “impaired,” or that do not meet water quality standards, in 2024.  

The North Carolina Department of Environmental Quality’s Division of Water Resources (DWR) will hold a public hearing March 20 on a proposed rule change that would allow DWR to certify commercial, municipal or industrial laboratories to test for per-and polyfluoroalkyl substances, or PFAS, and report that data back to the state.

NOTIFICATION OF INTENT TO ISSUE A CONSENT ORDER

Public notice of intent to issue a State Consent Order to the following:

Lenoir County Public Schools (500 Abbot Street, Kinston, NC 28504) has requested Special Order by Consent EMC SOC WQ S23-001 for its North Lenoir High School WWTP, a 0.018 MGD WWTP that discharges treated wastewater to an unnamed tributary to Wheat Swamp in the Neuse River Basin under the authority of NPDES Permit NC0032565 but is unable to consistently comply with effluent limits for Fecal Coliform and Ammonia Nitrogen.

The Environmental Management Commission proposes to issue the Order per Article 21 of Chapter 143, N.C. General Statutes, and other regulations effective May 1, 2024.

Compliance with this order will require Lenoir County Public Schools to prepare plans and specifications for construction and operation of additional treatment works as well as sewer extension permitting to attain compliance with final effluent limits in Permit NC0032565. Lenoir County Public Schools shall comply with NPDES permit limits with the exception of the interim effluent limits identified in the Order. This Order will expire on November 1, 2026.

Comments on the proposed Order received no later than 30 days after the publish date of this notice will be considered in the final determination.
