Comprehensive Utility Use Conservation Program
Executive Order 80 (EO80), North Carolina’s Commitment to Address Climate Change and Transition to a Clean Energy Economy, directs DEQ to update and amend a Comprehensive Energy, Water, and Utility Use Conservation program. A primary goal of EO80 is to reduce energy consumption per square foot (EUI*) in state-owned buildings by 40% from fiscal year 2002-2003 levels.
*Energy Use Intensity (EUI) – defined as the measurement of a building’s annual utility consumption relative to gross square footage, normally stated as BTUs/sqft.The Utility Savings Initiative (USI) team within DEQ supports all state-owned buildings in achieving the EO80 40% EUI reduction goal and is responsible for collecting, evaluating, and reporting the utility consumption for all state-owned buildings. USI generates an EO80 report biennially along with a Comprehensive Program report in the alternate years. Here are the latest versions of these two reports.

* Percent Impact is a value derived by combining each agency's energy usage (BTU) and gross square footage (GSF) contribution to the total of all cabinet agencies.
