Attend an Engagement Session on the Development of the Comprehensive Climate Action Plan (CCAP)

DEQ is holding a series of public engagement opportunities in February and March 2025 to provide information and gather feedback on the Department’s initiative to reduce greenhouse gas emissions as part of the federal Climate Pollution Reduction Grant’s (CPRG) Comprehensive Climate Action Plan (CCAP).

The second deliverable of the Climate Pollution Reduction Grant planning program is the Comprehensive Climate Action Plan (CCAP). ​DEQ will submit the CCAP to the U.S. Environmental Protection Agency (EPA) in December 2025.

The CCAP will build upon the Priority Climate Action Plan (PCAP) and update and expand upon North Carolina’s existing climate strategies, ensuring that these planning documents align with the latest available science, modeling, and best practices. This plan will align with existing goals and requirements for reducing GHG emissions and increasing clean energy solutions. This plan will cover all source sectors identified in the PCAP.

The CCAP planning document will contain current and projected GHG emissions levels and benefits.

Public and Stakeholder Engagement

Throughout 2025, DEQ will conduct stakeholder and public engagement to gain public input on existing community climate strategies and new greenhouse gas reduction initiatives, projects, or project ideas developed since the PCAP.  Public feedback will help DEQ determine the program's direction, priorities, and future projects. 

After drafting the CCAP, DEQ will open a formal public comment period regarding the draft Plan in August 2025.
