Notice of Proposed Changes to the North Carolina Coastal Management Program Pursuant to Session Law 2024-45

Murphy Brown, LLC (11486 Old Fayetteville Rd. Fayetteville, NC 28310) has applied for the NPDES General Permit (NCA200000) for the Murphy Brown, LLC (Farm 2602-1), Facility No. 09-0129 in Bladen County.  This facility is currently permitted under an NC State General Permit (AWG100000); COC No. AWS090086 and applies treated wastewater to adjacent spray fields.  Written comments must be received before the end of the comment period which is January 17, 2025.
N.C. DEPARTMENT OF ENVIRONMENTAL QUALITY INTENT TO ISSUE NPDES WASTEWATER DISCHARGE PERMIT #NC0003417 Public comment or objection to the draft permit is invited. All comments received by January 16, 2025, will be considered in the final determination regarding permit issuance and permit provisions. PERMIT APPLICATION Duke Energy Progress, LLC, 526 South Church St., Charlotte, N.C., has applied for a Renewal of its NPDES wastewater permit (NC0003417) for H.F. Lee Energy Complex, 1199 Black Jack Church Rd., Goldsboro, Wayne County. The facility discharges industrial wastewater, groundwater, and stormwater to Neuse River in the Neuse River basin. Some parameters are water quality limited. This discharge may affect future allocations in this portion of the Neuse River basin. The location of Outfall 001 is: Latitude: 35022’16”; Longitude: 78004’09”. The location of Outfall 002 is: Latitude: 35022.09”; Longitude: 78005.06”. Currently BOD, ammonia, TSS, enterococci, dissolved oxygen, pH, total residual chlorine, total nitrogen loading, total phosphorus loading and total copper are water quality limited. The Public Water Supply (PWS) Section, which serves as the primacy agency to United States Environmental Protection Agency (EPA), has responsibility to implement and enforce provisions of the federal Safe Drinking Water Act (SDWA). As per publication in the federal register (Vol. 89, No. 42) on April 26, 2024, new and mandatory EPA requirements exist and await implementation by the PWS Section.
