Funding Application Forms and Additional Resources

Funding application forms, guidance, and resource materials are available on this webpage for eligible entities interested in applying for funding for drinking water, wastewater, and/or stormwater projects. Applications are reviewed and presented to the State Water Infrastructure Authority for awards. 

  • Spring 2026 Applications: This is for the majority of our funding programs. See the Application Forms tab and Priority Rating Systems, Guidance Documents tabs below.  Submit your completed applications by April 30 at 5:00 pm here.

  • Rolling Applications. Rolling applications are accepted year-round. See the Applications Forms tab and Priority Rating Systems, Guidance Documents tabs below. Submit your completed Rolling application here. Rolling applications are available for the following funding programs only:

o   Lead Service Line Replacement funding for drinking water systems (LSLR)

o   Emerging Contaminants Evaluation/Assessment Study Projects for PFAS-affected drinking water, wastewater, and publicly-owned landfills (DWSRF-EC Studies and CWSRF-EC Studies)

o   Decentralized wastewater treatment systems projects from the CWSRF Pilot Program (CWSRF DWTS Pilot Program)

  • Please note: For local government units who have been designated as distressed and/or may be designated as distressed in Spring 2026, we encourage you to complete and submit the Viable Utility Eligibility Form with construction applications so SWIA may consider a wider range of funding programs for your project. The form is a requirement for Viable Utility Reserve fund consideration.

2026 Rolling Application Cut-Off Dates:

Rolling applications are only for 

  • lead service line identification and replacement projects, 
  • emerging contaminants (PFAS) evaluation/assessment study projects, and 
  • decentralized wastewater treatment system projects. 

Rolling applications can be submitted on any day here. Rolling applications received by 5:00 pm on the following dates will be considered for funding at the next State Water Infrastructure Authority meeting as listed below: 

Received by 5pm on June 1, 2026, will be considered at State Water Infrastructure Authority's July 15, 2026 meeting 

Received by 5pm on Aug. 3, 2026, will be considered at State Water Infrastructure Authority's September 16, 2026 meeting

Received by 5pm on Nov. 2, 2026, will be considered at State Water Infrastructure Authority's December 9, 2026 meeting

2027’s rolling application cut-off dates will be posted towards the end of the year.
