Preparing the Engineering Report/Environmental Information Document

  • The Engineering Report/Environmental Information Document (ER/EID) is a planning document that should identify project needs, evaluate alternatives for addressing those needs, and assess environmental impacts.   
  • After receiving a Letter of Intent to Fund, begin preparing the ER/EID using the guidance and forms below.
  • Be sure to submit the ER/EID by the deadline included in your Letter of Intent to Fund.
  • A substantial change to the project scope after approval of the ER/EID may require an amendment to the ER/EID.
  • Be sure to include the Submittal Checklist with initial submittals of an ER/EID or ER/EID amendment. 
  • The division will review the ER/EID and provide comments and/or request for additional information or revision.
  • After the ER/EID review is complete, the division will issue an approval letter and environmental document for the project.

Environmental Information Document

The Environmental Information Document (EID) is part of the Engineering Report (ER). The guidance is built into the ER/EID Guidance for each project type listed above.

Note: Not all projects are required to complete the EID portion. 

  1. The State Environmental Policy Act exempts projects funded by the State Reserve from state-mandated environmental review. [NCGS 113A-12(2)h] These projects are identified with an SRP project number. Federal requirements may still apply.
  2. Projects funded by the Clean Water State Revolving Fund (CWSRF) must complete the EID as described in the guidance. These projects are identified with a project number beginning with CS.
  3. Projects jointly funded by State Reserve and CWSRF must complete the EID.

Note: Most drinking water projects do not need to complete Section 12 or Appendix J.

  2. Most projects funded by the Drinking Water State Revolving Fund (DWSRF) are eligible for Categorical Exclusion and do not need to complete these tables.   3. Projects jointly funded through the State Reserve and DWSRF must follow the Categorical Exclusion or EID requirements as required for projects solely funded by DWSRF.
